Arlington Public Schools (APS) Human Resources and Arlington County Government (ACG) Human Resources announce an opening for the position of Director of the Employee Assistance Program.  This is a twelve-month position, Grade E-16, on the APS administrative and supervisory salary scale with a salary range of $96,814 to $143,309 (2015-2016 salary schedule).  (Salary will be revised to reflect the 2016-17 salary adjustment once it is finalized).

DISTINGUISHING FEATURES OF WORK

The Director of the Employee Assistance Program, who works under the supervision of APS Assistant Superintendent for Human Resources and ACG Human Resources Director, directs and administers the Arlington Employee Assistance Program for Arlington Public Schools and Arlington County; ensures the operation of the programs in conformance with accepted EAP core technology principles, ethical standards of the International Employee Assistance Professionals Association, applicable laws, and organization policies.

ILLUSTRATIVE EXAMPLES OF WORK
  • Plans, develops, organizes and administers policies and procedures for the Arlington EAP including supervising, directing, and training staff;
  • Provides administrative and clinical oversight of activities of EAP staff to ensure continuing operations, maximum return on investment in the program, and increased productivity.
  • Prepares budget, directs and monitors expenditures of funds including the negotiation of contracts with vendors providing services to the EAP;
  • Ensures the confidentiality of client records.
  • Directs and conducts program research and surveys of employee groups or departments; analyzes group interaction, morale, and motivation to assess organizational functioning and makes recommendations for improvements;
  • Prepares reports on EAP utilization, service delivery, and other topics relating to operational trends and program objectives and accomplishments.
  • Consults with top management at the schools and County to discuss and identify program needs and services; provides input on changes to policies and practices; advises and consults on intervention strategies.
  • Serves as the senior substance abuse professional and administers a comprehensive drug and alcohol testing program.
  • Provides problem identification/assessment, short-term problem resolution, referral to outside resources and case management for EAP referrals.
  • Makes presentations to elected and appointed officials; writes articles; coordinates a comprehensive promotional program.
  • Coordinates a comprehensive CISM program; directs a comprehensive program for pre-employment drug testing, health and physical issues, and fitness-for-duty evaluations; administers OSHA Blood borne Pathogens compliance program; directs a comprehensive wellness program; formulates policies and procedures and directs a managed-care program for mental health benefits; advises school officials on the purchase of mental health benefits; directs the employee orientation program and provides training to employees.
  • Performs related duties as required or assigned.

 MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS: A Master’s degree in a mental health related field plus considerable professional experience in a comprehensive employee assistance program, including some supervisory experience; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of the unique demands and challenges of public schools and local government employees, including teachers, trades workers, support staff and public safety staff.
  • Experience working with organization employees from various cultural and linguistic backgrounds.
  • Comprehensive knowledge of the service programs provided by an employee assistance program.
  • Comprehensive knowledge of federal laws as they relate to the frequency and methodology of required substance abuse testing for employees in safety-sensitive positions.
  • Comprehensive knowledge of community-based financial, legal, psychological, and health services.
  • Comprehensive knowledge of the legal requirements regarding the protection of confidential personal information and the consequences and liability associated with unauthorized disclosure of such information.
  • Thorough knowledge of appropriate interview techniques to assist in an accurate diagnosis and referral.
  • Thorough knowledge of professional ethics required by the work.
  • Thorough knowledge of the symptoms and consequences of addictive drug activities.
  • Thorough knowledge of modern managerial and supervisory principles and practices.
  • Ability to plan and direct a comprehensive employee assistance program and to supervise professionals.
  • Ability to maintain confidentiality of information, and to plan, organize, implement, and prioritize activities, appointments, meetings, and assignments.
  • Ability to establish, develop, and maintain effective professional working relationships with administrators.
  • Ability to communicate clearly and effectively, both verbally and in writing, with strong interpersonal skills and the ability to earn and maintain the trust of school and county personnel.
  • Ability to prepare clear and concise reports.
  • Ability to meet with individuals, groups, and committees to determine needs, and plan and implement special productivity projects.
  • Ability to identify behavioral risks, program service opportunities, and improvements in EAP outreach to ensure maximum benefit and use by all levels of the workforce.
  • Ability to provide professional guidance to EAP professional staff on complex EAP problems and situations.
  • Ability work in a culturally diverse setting.
  • Bilingual skills preferred but not required.

PREFERRED QUALIFICATIONS: A Licensed Mental Health Professional, a Licensed or Certified Addictions Specialist and a Certified Employee Assistance Professional (or eligible for EAP Certification within one year of employment) plus considerable professional experience in a comprehensive employee assistance program, including some supervisory experience; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability. Experience providing services to public schools and local government employees, including teachers, trades workers, support staff and public safety staff is highly desirable.

 SELECTION PROCESS

All selected candidates will be interviewed by a screening committee chaired by the APS Assistant Superintendent for Human Services and ACG Human Resources Director. The Superintendent of APS will interview the finalist(s) and forward a recommendation to the APS School Board for final selection.
