PURPOSE:  This position reports directly to the Vice President of Infrastructure Architecture and Technical Services of the Service Benefit Plan Administrative Services Corporation, which is a for-profit subsidiary of CareFirst jointly owned by CareFirst and BlueCross BlueShield Association. This resource has primary accountability for Performance Engineering which includes; systems performance management, systems capacity planning, and systems service level management.

PRINCIPAL ACCOUNTABILITIES: Under the general direction of the Associate Vice President of Infrastructure Architecture and Technical Services of SBPASC the incumbent’s accountabilities include, but are not limited to, the following: 1. Develop, direct and maintain strategies to manage and improve the effectiveness of performance engineering in order to ensure all solutions are designed and developed to meet or exceed established service level targets. Implement processes, procedures and technologies to establish non-functional performance requirements for systems and applications development that are used and tracked through the Software Development Life Cycle (SDLC) to validate that solutions are developed to performance standards and specifications. Develops and maintains systems performance models for the purpose of accurately predicting impacts of system design decisions and changes and mapping systems capabilities to infrastructure capacity.  Develops and maintains long range infrastructure capacity plans for all platforms.   Designs and implements performance tuning strategies to automate and streamline systems performance monitoring, analysis, and problem resolution. 2. Hires and develops teams with skills in data analysis such as systems resource usage patterns, modeling, capacity planning, and tuning in order to detect, isolate, and alleviate systems saturation points and bottlenecks within an application deployment cycle and/or production execution.  3. Informs the organization at all levels on systems performance, availability and response times service levels. Improve the ability, quality, and efficiency of all areas of responsibilities within the department.  Aligns all departmental functions with business direction and initiatives and the Software Development Life Cycle.  Apply in-depth knowledge of the business operations, strategies, priorities and information requirements to establish the technical direction and an enterprise level performance engineer capability. Researches, evaluates and selects from existing and emerging technologies the options best fitting business & IT strategic needs. Directs activities related to the delivery of services for performance management, capacity planning, and performance service delivery and reporting.  Works with Senior and Executive management to ensure the departments operations, strategies, and goals are aligned with corporate strategies and initiatives

  1. Plans for, selects, and develops department’s managers.  Identifies and sets mangers development goals to ensure continual improvement and progression towards succession to the next level of performance and leadership. Sets goals and priorities for the functional groups in the department.  Responsibility for the delivery and quality of the department’s goals and commitments.       5. Administration of the department: Establishes and manages the department budget.  Manages interactions and coordination with other departments to accomplish corporate goals.  Plans and manages the resource needs of the department. 6. Staff Management: Reviews staffing goals and expectations to ensure that each is consistent and adequate to meet department goals.  Delegate’s responsibility and authority to appropriate staff within the team.  Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policy.  Provides coaching, counseling and motivation to team members ensuring staff has the appropriate tools and training.
  2. QUALIFICATION REQUIREMENTS: Required: Bachelor’s Degree in a related field and a minimum of 10+ years of progressive managerial IT experience.  Extensive knowledge of systems development lifecycle.  Knowledge and understanding of, and experience with multi-platform development and implementation processes and technologies. Demonstrated successful planning and organizational skills in developing and implementing strategic and tactical plans. Proven abilities to build, manage, and develop technical teams. Abilities/Skills: This position requires in depth understanding of Software Development Life Cycles and technologies used to deliver and manage all components of them. Excellent project management skills and experience to direct a project from inception to implementation. Strong strategic thinking and planning skills. Excellent negotiation and problem solving skills.  Ability to delegate and manage the work of large, diverse technical teams over multiple projects and development cycles. Ability to interface with all levels of the organization both internally and externally and build and maintain relationships within the company and in the community. Superior communication, written and verbal, and presentations skills. Ability to build and develop managers and technical teams.
  3. Preferred: Experience with and a working knowledge of: UNIX AIX, WebSphere, zOS, CICS, MQSeries, DB2, UDB, Java, LDAP, SQL, Big Data concepts and technologies, Business Process Modeling, PEGA, Continuous delivery methodologies such as Agile, and Iterative, and Information Security best practices.    PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an associate to perform the essential duties and responsibilities of the position successfully.  Requirements may be modified to accommodate individuals with disabilities. The associate is primarily seated while performing the duties of the position.  Occasional walking or standing is required.  The hands are regularly used to write, type, key and handle or feel small controls and objects.  The associate must frequently talk and hear.  Weights of up to 25 pounds are occasionally lifted.
